Is prison-siting a matter of executive privilege too?

We’ve known for some time that the state wants to build a new prison because it has the most overcrowded corrections system in the country. It’s a given that state lawmakers agreed to spend at least $350 million on such a facility.

I recently watched a television commercial featuring the Governor of our neighboring state of South Dakota. She said there were over 25,000 vacant jobs available in her state. She promoted the idea that South Dakota does not have an income tax, so job seekers coming to her state could expect to keep more of what they worked for and earned. The same could be said for Wyoming who doesn’t have an income tax either.
